In order to use a library it must be opened in the Project Explorer Panel. An open library will have a greater-than (>) symbol  to the left of the library name indicating that it may be expanded. 


To open a library that does not appear in the Project Explorer, Click File, Open or click on the icon on the Main Toolbar, then select an existing Library.
